Thor was one of the three powerful countries that governed over Aselia during the space between Tales of Symphonia and Tales of Phantasia.It sank into the bottom of sea by the collision of the comet Samier.

It appears to be a modern civilization with technology that surpasses that of the twenty-first century,and is noted to use oil and electricity to power its technologies,evident by texts found in the libraries of Euclid and Alvanista.Despite being called an "ancient kingdom" by the present-day inhabitants of Aselia, Thor was actually a republic.President Galga was the last president to hold office when the comet grazed the planet.Functions throughout the city are powered in the Mother Computer Room by Cust.

When viewed on the world map,Thor in the present-day is shaped like the sun and is today situated a hundred miles northeast of Venezia City.Since the land surrounding Thor had no coasts,sea transportation is impossible.The only way to get there is through aerial means,notably the ones that Cress and his companions used whenever they visit the city.

When it was announced that Samier will directly hit the city,people in Thor were in widespread panic and chaos.However,this proved to be a false alarm.Moreover,according to the city's supercomputers,only its tail will graze the planet,and no direct hit will ensue.At the same time war broke out between Odin and Fenrir.Thor,upon hearing this,immediately sent out its military to intervene in hopes of ending the war through peaceful means.However,Thor failed to do so,and when Samier hit the planet,Thor finally sank into the sea.A forcefield was cast before it happened,leaving the city completely intact.Years passed and food supplies were depleted.The people inside died from starvation,and as a result,Thor's generation ceased to exist.

Hundreds of years later,the game's protagonists,Cress Albane and his companions,with the aid of the summoned spirit Undine, helped made Thor rise from the sea.Because of this,Cress and his companions were known to be the first to discover the place.An exploration team from Alvanista came next and made an expedition to the place,wherein they were able to find evidence that there were really civilizations from the past long before their written history.

Unlike their present-day counterparts,people in Thor have no kings or queens.Instead,they follow a republic government.The number of presidents who have governed the country remains unknown,though the best-known of them all is President Galga,due to the fact that he was the president when the comet Samier was expected to hit the planet.
[edit] Ancient civil defense system
In terms of robotics,the people in Thor are the most superior in the ancient world.As one text in Euclid claims,one theory holds that they could build "machine people",which actually refers to the robots that were used to maintain law and order in the city.These type of robots are the ones that Cress and his companions might have encountered in the Mother Computer Room.There are still some robots in the city,notably a Chefbot that gave the Fruit Cocktail recipe to Cress and his companions when they approached it.There are some "stray" robots,however,like the 10000R and the 3SH.

People in Thor live differently compared to the present-day inhabitants of Aselia.Technology is considered a part of daily life for the people.The people love to listen to music with an extremely fast tempo,as described in a text in the library of Alvanista. As the name of their civilization implies,people worship Thor,the god of thunder according to Norse mythology.Thus,the place is considered as a pagan nation.This practice may have contributed to the end of the civilization because of the pagan beliefs and traditions the people have followed at that time.

Notable technologies of the city include:
- A forcefield protecting the city which is the reason behind the preservation of the city
- Instantaneous medical treatment that appears to stimulate the body to repair itself
- A television formed by holographic projection on which recorded news feeds and the like may be viewed
- The use of electronic key cards for security purposes, and
- The time machine that is used by the player party to travel into the future.
It is uncertain what other wonders existed within the city.

- When the world map of Tales of Phantasia is compared to that of Tales of Symphonia, the city of Thor appears to have been built upon the same island of the Thoda Geyser, a thought reinforced by the similarity of the place names, though no connection between the two has ever been explicitly confirmed.It still remains a controversy to this day.
